Advice for Tulsi Gabbard
Tulsi Gabbard is the only candidate that has made avoiding war the center of her campaign.
She can leverage that by pointing out that foreign policy is uniquely an Executive branch domain. The President can make domestic policy proposals (e.g. health care, the environment, taxes), but then Congress will slice and dice them. On the other hand, the President can take the country into war pretty much all by himself, as George W. Bush proved.
She needs ads stressing that point. Maybe something like showing Barak Obama's lengthly negotiation with Congress over health care vs. Bush's simple up or down vote on Iraq.
